ORGANISATIONAL BACKGROUND NICDAM (National
Institute Community Development and Management) is an educational and
development Trust operating as an integrated multi-disciplinary team and
is registered as a non-profit organisation.NICDAM’s mission is to
focus on social development in Southern Africa communities through NQF
aligned training, community development programmes, government support
programmes and social research.
GENERAL MANAGEMENT NICDAM is governed by a Board of Trustees consisting of a Managing Trustee and Board Members (total 6) responsible for the development of the Institute’s strategic planning, policy development, financial management, new learning programmes and partnerships. The Board further attends to community outreach, provincial partnerships, and corporate relationships. The Board also oversees the day-to-day administration, project management, and financial management of NICDAM. The project management teams are supported by a national office in Centurion, Gauteng which is fully furnished with electronic and communication equipment. Well-trained, highly skilled permanent administrative staff component provide administrative support needed to execute projects successfully. This office is further supported by provincial offices in the Western Cape, Limpopo, North West, Northern Cape, Eastern Cape and Kwazulu-Natal. NICDAM has a web based facility which can be used for reporting, accreditation as well as for monitoring and evaluation. An electronic data base system to capture learners’ information and provide records and reports is in operation. This system is implemented through a stand alone server and a network of 25 Lan computers. Provincial offices are linked through routers to the national office. A range of laser and inkjet printers, high quantity printing machines and collators enables NICDAM to produce courseware and meet all printing needs. We also have in our employ the necessary staff to service the design, layout and editing needs as required in projects. NICDAM employs 46 full-time staff members and 16 contractors (total 62–staff) and is supported by various technical experts and consultants as well as provincial partners in North West, and Free State provinces. The staff profile reflects the demographic profile of South Africa on both management and facilitation levels. NICDAM currently employed 33 women and 29 males. The provincial offices are staffed from the respective provinces. NICDAMs financial management is done in terms of the South African auditing standards and audited financial statements are available registration. NICDAM employs the services of a full time on site registered accountant supported by a well trained financial team which will oversee the financial management of the project. The external auditors provide oversight and monitoring. NICDAM
has the services of an on site Attorney at it’s
disposal to attend to all contractual, labour relations and dispute resolution
needs and performance agreements for mentors, team leaders and project
staff. QUALITY MANAGEMENT Total quality management is integrated into NICDAMs management system in line with the prerequisites for SAQA registration. Project monitoring and evaluation is part of the total quality management policy and forms an integral part of all projects and programmes. Quality management is reviewed regularly. NICDAM
further complies with the Department of Labour’s requirements relating
to the Basic Conditions of Employment, Compensation for Occupational Injuries
and Diseases as well as Occupational Health and Safety. CODE OF CONDUCT AND PROFESSIONAL ETHICS NICDAM ascribes to and supports the principles of the Public Service Anti-Corruption Strategy 2002 and, furthermore, applies the applicable parts of the Public Service Commission’s Code of Conduct for Public Servants. NICDAM also implements the Practical Guide to Ethical Dilemmas in the Workplace issued by the Public Service Commission. NICDAM has also drafted a Code of Ethics for all Trustees staff and facilitators which is implemented and monitored.
